A new rumour courtesy of Justin Kroll (Variety) has given us an idea of just who might be the villain in The Batman.
Kroll sent out the following tweet last night which points to Warner Bros. having The Penguin at the top of the list of villains to feature in the movie. As always these rumours should be taken with a pinch of salt.
Kroll is, however, a very credibly source when it comes to DC Films rumours:
Take this with a grain of salt as things are constantly changing in the DCEU but I'm hearing the Penguin is possibly the choice to play the main villain in THE BATMAN. Sources add even if Reeves decide to go another route the studio could then make him the main villain in BOP

In a subsequent tweet Kroll revealed that WB is so keen on Penguin that they have a back-up plan. Should Matt Reeves take his script in a different direction the villain could well turn up in Birds of Prey!
Reeves is still working on the script, so that could always change but of the multiple BIRDS OF PREY scripts submitted, one does have the Penguin as the main heavy. Either way, it seems WB wants this character cast in the universe sooner rather then later.

Either way it seems The Penguin will be returning to the big screen. The character last appeared on the silver screen in Batman Return where he was played by Danny DeVito. Of course Oswald Cobblepot also appears on the small screen each week in Gotham where he is played by Robin Lord Taylor.
